Leslie Howard, JD, is the Co-Founder and CEO of CH Revenue Management Solutions and the Managing Partner of the law firm Cohen Howard. Since 2012, Leslie has focused her work on out-of-network reimbursement, helping providers navigate payment disputes with commercial insurance companies and third-party administrators at a time when few resources existed for independent practices operating outside traditional networks.
Leslie’s experience is grounded in sustained, day-to-day engagement with insurance payors and a deep understanding of ERISA and state healthcare regulatory frameworks. Her work has spanned billing, appeals, negotiations, regulatory filings, and federal and state dispute resolution processes, including class actions matters involving insurer reimbursement practices. This work has taken place across multiple phases of industry change, including the evolution of state balance billing laws and the implementation of the No Surprises Act.
Over more than a decade in this space, Leslie has accumulated a proprietary body of historical payor payment data, insurance correspondence, and plan documentation, reflecting patterns and practices that are not visible in short-term or transactional engagements. This longitudinal perspective informs the work of CHRMS and supports a disciplined, experience-driven approach to reimbursement management.
In addition to her operational work, Leslie is a frequent speaker for medical associations and has authored and contributed to published articles and interviews on out-of-network reimbursement and payer practices.

David Boden
President
Since 2017, David Boden has served in various roles at CH Revenue Management Solutions, LLC and is currently President of the company. Mr. Boden has extensive expertise in ERISA and state and federal healthcare matters. He is a gifted strategist and a transformational leader with a growth mindset. His focus is on developing and scaling businesses into profitable enterprises and leveraging technology to achieve efficiency in operations and reporting.
With more than 20 years of executive C-suite leadership, David has a wealth of experience in a broad range of product and service industries. He has worked for both publicly traded and private companies that achieved considerable growth during his tenure with those businesses. He also holds a JD from Brooklyn Law School and spent several years at a Corporate and Securities law firm in New York City. Mr. Boden also has an undergraduate degree in accounting from Syracuse University School of Management.
Tracey Seibert
VP – Client Strategy & Success
Tracey Seibert is an accomplished healthcare executive with more than 25 years of experience driving operational excellence, strategic growth, and client-focused initiatives across complex healthcare organizations. As the Vice President of Client Strategy & Success, she brings deep expertise in business development, operational leadership, and revenue optimization, with a proven ability to align operational strategy with organizational goals and client needs.
In her previous role as Practice Administrator, Tracey oversaw all aspects of practice operations for an out-of-network surgical practice, including financial planning, compliance, payer strategy, and long-term growth initiatives. She played a pivotal role in expanding service lines by launching a specialized hyperhidrosis treatment center, delivering comprehensive medical and surgical solutions and supporting sustainable practice growth.
Tracey has collaborated closely with key stakeholders to design and implement innovative business plans and clinical programs, including the state’s first lung cancer screening center. Through her consulting work, she supported hospitals nationwide in establishing compliant, scalable, and financially sustainable lung cancer screening programs and accelerating program adoption.
Tracey holds an MBA with a concentration in Business Operations from Montclair State University and a Bachelor of Science in Molecular Biology and Chemistry. Recognized for her collaborative leadership style, Tracey brings a strategic mindset, strong client engagement skills, and a results-driven approach to CHRMS.

Michael Fried, JD
NSA Compliance and Enforcement Director
Michael F. Fried serves as Compliance & Enforcement Director for CHRMS. Michael is also Director of Healthcare Litigation at CHRMS’s law firm affiliate, Cohen Howard LLP.
Prior to joining CHRMS and Cohen Howard, Michael was a partner at a law firm representing medical providers nationwide in disputes with commercial health insurance companies. Michael has over twenty years of experience working on sophisticated litigations against commercial health insurance companies that resulted in settlements valued in the hundreds of millions of dollars. Michael was a member of the litigation teams in class actions against UnitedHealthcare and Health Net, which led to settlements worth hundreds of millions of dollars. These litigations were a factor that led to the demise of the Ingenix database for use in out-of-network reimbursement. It was replaced by the FAIR Health database.
Michael has practiced at two of New Jersey’s largest law firms and served as General Counsel for a publicly traded company. His litigation experience encompasses insurance, commercial, partnership, and employment law cases in both state and federal courts. Additionally, he has represented physicians in transactional matters and handled securities, corporate, and real estate law issues.
Michael earned his Juris Doctor from The George Washington University Law School. He is admitted to practice in New York and New Jersey, including the U.S. District Courts for the District of New Jersey, the Southern District of New York, the District of Colorado, and the U.S. Court of Appeals for the Tenth Circuit.
Barbara Roman
Finance Director
Barbara Roman is a Finance Director with over 40 years of experience in the investment management industry, including financial oversight for firms serving private clients. Responsibilities include financial reporting, budgeting, regulatory compliance, internal controls, and risk management. Extensive experience working within the requirements of the U.S. Securities and Exchange Commission and supporting firm governance and operational integrity. Supporting senior management in maintaining sound operational and financial practices. Previously held positions at broker-dealers, providing oversight of financial operations and compliance functions.
Barbara joined the firm in 2023 as Finance Director, responsible for overseeing the finance function, including financial reporting and internal controls.
Courtney Gabriel

Courtney Gabriel leads the Company’s people strategy with a focus on building a positive, high-performing workplace culture. With over 18 years of experience, Courtney oversees compliance, employee relations, performance management, employee remuneration, and organizational development.
Courtney is known for a collaborative leadership style and a strong commitment to aligning HR initiatives with business goals. She works closely with leadership and employees to foster engagement, support professional growth and ensure fair and effective HR practices.
Passionate about developing people and strengthening teams, Courtney brings a practical, solutions-oriented approach to HR that supports both individual success and long-term organizational growth.
Courtney received her Bachelor of Arts from Elon College. She has maintained her Senior Certified Professional designation through the Society of Human Resource Management since 2017. Courtney stewards a boutique farm and bakery alongside her family in New Jersey.
